Cases are reported daily of foreign tourists being overcharged by taxi drivers and cheated by hotel employees. This has negatively affected the image of both the city and the country in the eyes of international visitors, said the department’s deputy director Mai Tien Dung.
A crackdown on security management has been conducted in hotels, hostels and resorts, Dung said, adding that despite this, inspections could only go so far to solve the problems in the absence of specific regulations.
His department has proposed that as well as forming a special police force, other measures should be implemented. They suggested that crimes against tourism, such as overcharging, stealing and harassment from peddlers should be met with heavy fines.
Colonel Dao Duy Ngoc, deputy director of the city’s police department, agreed with the proposal for the creation of a tourism police force. “This is a good idea. We will set up the force as soon as it is approved by a higher authority”.
While the establishment of the force is considered an effective measure to tackle crime in the tourists sector, some people have argued that it has limitations.
Such issues arouse partly due to the lack of authorities’ sufficient management in tourism. Major-General Le Van Cuong, former director of the Institute of Strategy and Science under the Ministry of Public Service, said that the force alone would not solve all the problems.
“The tourists industry should firstly analyse its strength and weakness. Only then will it know if co-operation from other authorities is necessary,” he said.
“Another important measure is to raise people’s awareness so that tourist businesses are fully conscious of the risks that their customers face and potential scammers know that their behaviour is unacceptable,” he pointed out.
“However, if the police are needed whenever a problem occurs, then we will definitely set up a specific police force in the future,” he added.
The Prime Minister has just issued Directive No. 10/CT-TTg on protecting national security, ensuring social order and safety in the tourists sector in the new situation.
Ms. Thi stated that implementing Resolution No. 08-NQ/TW dated 16/1/2017 of the&nbsp;Politburo&nbsp;on tourism development to become a spearhead economic sector, Vietnam’s tourism is growing strongly, making important contributions to socio-economic development and enhancing national image and position.

The work of protecting national security, ensuring social order and safety in general and in the tourism sector in particular has achieved many positive results, contributing to maintaining political stability, creating a security and safety environment to effectively serve the tasks of socio-economic development, attracting&nbsp;foreign investment&nbsp;and international tourists.
However, this work still has some shortcomings and limitations. The world situation is developing rapidly, complicatedly and unpredictably. Big countries adjust their strategies, both cooperate and compete and restrain each other. Global issues and non-traditional security (food security, water security, cyber security, climate change, natural disasters, epidemics…) affect many aspects of the country’s economy, politics and security, including the sustainable development of the tourism industry. The risk of financial crisis, social instability, strategic and geopolitical competition is increasingly fierce, continuing to deeply divide international relations, directly affecting foreign policies of countries and fundamentally changing international tourism activities.
The trend of shifting the wave of investment and application of digital technology and e-commerce in the tourism sector along with the effects of new-generation free trade agreements will create both intertwined opportunities and challenges for the development of Vietnam’s tourism.
The COVID-19 pandemic will still be complicated, continuing to negatively impact the world economy in general and Vietnam in particular, in which tourism is one of the service industries that suffer the most. However, the COVID-19 epidemic provides an opportunity to restructure and focus on thoroughly solving the limitations and inadequacies in the tourism industry, at the same time when the epidemic is controlled, the trend of opening, attracting investment, simplifying immigration procedures to develop tourism is promoted, inevitably leading to many security, social and environmental consequences. This is also a favorable condition for hostile forces and criminals to take advantage of the tourist route to conduct activities that infringe on national security, social order and safety with increasingly sophisticated and dangerous nature, level and tricks.

Strengthen internal political protection and protection of state secrets; proactively prevent, detect and prevent foreign activities affecting our internal affairs through tourism; preventing and combating corruption of policies and group interests in the tourism sector. Being the insomniac I am, I woke at 3am at what most would say is a crazy hour to have your eyes open, but I wanted to see a part of the city that doesn’t adhere to a conventional working day.
My friend, Hang and I met at the main Post Office in the Old Quarter and then drove the traffic free and quiet streets to the Long Bien Market. This market is one of the biggest and busiest in Ha Noi. It is called this because it sits under the Long Bien Bridge which has quite a storied history from the war. Long Bien is a cantilever bridge built in 1903 and was heavily bombarded during the American War due to its critical position – the only bridge at that time crossing the Hong (Red) River that connected Ha Noi to the main port, Hai Phong.
I read somewhere that like everything else in Ha Noi, this market is not only busy and chaotic, but also on steroids. If that was true I wanted to experience it, and whoa, I had no idea what I was getting into.
When I drove into the market area, it was obvious I was way out of my league for busy and chaotic experiences.

Even with that said I found myself caught up in the energy and buzz of this place. This was Ha Noi in its most throbbing state. I immediately looked for a place to park as I was quickly being overrun by people on foot and motorbikes. Long Bien Market is a wholesale market and distribution point for probably most of Ha Noi.
Farmers from all around the city head to this area on the Old Quarter side of the bridge carrying their produce on motorbikes and trucks. Some sell to middlemen while others set up their own stalls on the roads surrounding the market.

Men and women alike were loading up their motorbikes while heavy trucks dropped off mountains of produce. The only way to move is to either be aggressive and squeeze through narrow passageways and try to blend in with the traffic or be very agile and step in and out of small openings. I attempted a little of both and came out without getting squashed, yelled at or falling on anyone.
I was fortunate to get off a few good photos just by being aware of my surroundings and what kind of commotion was nearby.

The market is also a popular meeting place for women from the outskirts of Ha Noi, who work as porters in an effort to feed their families. And work is just what they do, carrying heavy baskets balanced on either end of bamboo poles.
The tiny women are deceptively strong and move quickly through the clogged veins of the market place, negotiating their heavy baskets adeptly without stopping for man nor motorbike.
This market is packed to the gunnels with shoppers, motorbikes, trucks, market sellers, containers of every kind of produce, mounds of tied flowers, piles of herbs and spices, cut and quartered animal parts and small piles of plant parts.
A visit to Long Bien Market is probably not on any travel publications’ list of things to do in Ha Noi, but a visit to this chaotic and bustling market is a must in my opinion, but to do so you’ve got to get up while the sun is still sleeping.

The Hoan Kiem Lake area at the center of Hanoi is the “no-vendor zone,” but there are still many passers-by vendors. The existence of the vendors lends a hand to the pickpockets to “perform their actions.”
The pickpockets may disguise themselves as the vendors, trying to persuade unwitting tourists to buy some souvenirs and rip them off.
Thai TTR Weekly recently published an article titled “Stealth of hand in Old Hanoi” saying that foreign travelers had their assets stolen by the vendors.
Some months ago, the story about a Scottish woman who lost her passport published on local newspapers raised a wave of anger among Hanoians.

The woman cried and shouted in English that she needed a help because she lost the passport, promising to reward the people who give back her passport or the people who can show her how to get it back.
The Scottish traveler said she knew a group of women stole the passport, but she could not talk to them because she could not speak Vietnamese. The people, who stood around the woman, did not give support or advices.
Koji Tanabe, a Japanese national, was so astonished when a Vietnamese man rushed into him and embraced him. And while the Japanese young man still felt astonished, the Vietnamese man had enough time to steal a mobile phone worth VND4 million.
Chin Umi and her friend, Jo Yuong mi from South Korea, were going to buy tickets to a water puppetry show when a Vietnamese man rifled their bag, running away with an iPhone 4S. Luckily enough, the local police caught the pickpocket and returned the mobile phone to the travelers.

In the ancient capital city of Hue, the local police reportedly have caught a gang of men who lived on stealing foreign tourists’ assets.
A French traveler reported to the local police that he had euro600, or VND18 million, picked when he was walking on Chu Van An Street in Hue City. After paying money for some postcards that some vendors offered, the traveler discovered that his money was stolen.
With the same trick, the same men successfully picked $91 from a foreign traveler on Pham Ngu Lao Street some weeks before.
A report of the HCM City Police showed that in 2011 alone, 56 robbery cases took place, 61 percent of which occurred in district 1, the area where there were most travelers. This did not include the unsuccessful robbery cases and unreported cases.

Ironically, pickpockets turned up even in the places which were protected by security guards. At the Hue Festival 2012, the Argentina Ambassador had his mobile phone picked. The pickpocket stood between the ambassador and his wife with one hand pretending to take pictures and the other hands picking the phone.
Luckily, the behavior of stealing mobile phone was discovered by the Venezuelan ambassador who was trying to take pictures of the festivals. The pickpocket was later sentenced to 2-year jail for the behavior of stealing others’ assets.
Vietnamese, who have been well known as hospitable and friendly, feel a worry that the pickpockets would spoil the image of Vietnam as a friendly destination. Competent agencies have ordered the police and district authorities to do everything they can to crack down on street vendors who rip off foreign tourists.

Directors of plays that dealt creatively with social issues even as they entertained the audience were recognised with several awards at a ceremony held recently at the HCM City Theatre and Cinematography University.
Quang Thap of Ninh Binh Province and Phan Nhat Phi Long of HCM City won the gold medal at the National Theatre Competition for Young Directors held by the Ministry of Culture, Sports and Tourism’s Department of Performing Arts.

Thap’s Tam Ao Bao Hoang De (Imperial Robe), a cheo (traditional opera) play focusing on Queen Duong Van Nga, the only empress dowager of the Dinh dynasty, who began her reign in 979, was a hit with both the jury and audiences at the two-week contest that ended on Friday.
The play features young actors including Thanh Tuyen and Anh Tu of the Ninh Binh Cheo Theatre.
The Ninh Binh Cheo Theatre spent a lot of effort, time and money to create beautiful costumes and dazzling sound and light effects for the play.
“We worked hart to perfect our performance. I believe… the jury and audiences still enjoy watching cheo today if the play is of high quality,” said 43-year-old Thap.
“All my staff hope our new play will signal a new trend in cheo, and that authorities and artists take notice,” he said.
Thap’s younger colleague, Long, is more into contemporary art.
His play, Ao Cuoi Thien Duong (Heavenly Wedding Gown), dealt critically with social issues, winning the jury’s approval.
Beginning his career as an actor, Long, 30, worked hard to complete his study in directing at the HCM City Theatre and Cinematography College last year.
“I received a lot of support from my colleagues, who joined my play for free,” he said.
His play will be staged for the public on May 15 and 23 at the college auditorium.

Winning Silver Medal awards at the contest were Le Thuy Nga of Ha Noi, Lich Su of HCM City, and Le Quoc Nam of Ca Mau Province.
Tot Nghiep Chicago (Graduating in Chicago), a musical play by Nguyen Khac Duy received a special award for innovation.
The judges’ panel said that this year, they took into consideration both the quality and commercial appeal of the entries.
Le Chuc, deputy chairman of the Viet Nam Theatre Artists Association, a member of the jury, said: “This year plays by both State-run and private theatres were serious and dealt with major issues instead of merely focusing on entertainment.”
The contest attracted 22 plays in various categories produced by State-run and private theatres nationwide.
